SOCIAL WELFARE POLICIES IN TAMIL NADU: IMPLEMENTATION AND ITS CHALLENGING IMPACTS

Social welfare policies play an important role in promoting social justice, reducing inequalities, and improving the quality of life of disadvantaged communities. Tamil Nadu has implemented several welfare programmes in areas such as education, healthcare, housing, employment, and social security. However, the successful implementation of these policies continues to face various challenges. Although many studies have examined welfare programmes, limited attention has been given to the problems affecting their implementation in Tamil Nadu. Therefore, this study examines the major challenges in implementing social welfare policies in the State. The study adopts a qualitative documentary research design using thematic analysis of government reports, policy documents, books, journal articles, official publications, and other secondary sources. The findings reveal that bureaucratic delays, political interference, inadequate financial and human resources, weak institutional coordination, corruption, and low public participation reduce the effectiveness of welfare programmes. The study concludes that improving administrative accountability, institutional coordination, transparency, digital governance, and citizen participation is essential for strengthening policy implementation. The findings provide useful recommendations for improving the implementation of social welfare policies in Tamil Nadu. Since the study is based only on secondary data, future research may include field-based studies involving beneficiaries and government officials to obtain broader insights
