The Knowledge and thoughts that lead people in right way in their life and benefit the society are called values. Differences in values can be observed from person to person. It is important to measure value among them. The present study was aimed to construct a value preference scale for measuring the values in higher secondary school students. The step wise procedure of preparation of this scale is described here thoroughly. Items of the scale were written emphasizing seven types of values and 84 statements were retained in total. For the Item analysis mainly t-ratio techniques, as suggested by A.L.Edwards (1957) was used. Finally 56 items were considered in the value preference scale. Reliability coefficient was measured 0.903 by using split half method and Cronbach’s Alpha coefficient was computed as 0.865. Face and content validity of the tool was established. By percentile score techniques the norm of the tool was fixed and interpretation of the level of value preference scale has been given.
